Mehmet Mücahit Arvas
LL.M, PhD(c), Founder
Arvas, graduated from Ankara University Faculty of Law in 2005. After completing his 1-year legal internship in 2007, he worked as an in-house lawyer at Turkish Petroleum Corporation for 3 years and worked with international companies as a lawyer in Iran, Iraq, Syria and Afghanistan projects. In 2010, he was appointed as Assistant Trade Specialist and Trade Specialist with his thesis titled "The Status of Commodity Exchanges in the Face of the Concept of Professional Organizations with Public Institution Status" at the Ministry of Trade, General Directorate of Domestic Trade. He was the only specialist lawyer worked on commodity exchanges and chamber of commerce in public sector.
In 2014, he received his master's degree in International Trade Law with his thesis titled "How the UK Courts Apply and Interpret Islamic Law to Substance" at Bournemouth University in England as a scholarship of the Ministry.
Upon his return to Türkiye, he worked as the Project Manager of the Secured Transactions Reform Project. Within the scope of SMEs' access to finance, he drafted the Law No. 6750 on Movable Pledge in Commercial Transactions and served as project manager for the establishment and operation of the Movable Pledge Registry (TARES) with the Turkish Union Notaries.
In 2017, he was appointed as the head of the Electronic Commerce Department. At the same time, he served as the Türkiye’s focal point for the “Getting Credit” chapter in the World Bank's Doing Business project. As a result of the work carried out, Türkiye increased from 77th to 32nd place among 190 countries in the chapter on getting credit. Thanks to this project thousands of SMEs have been accessed to credit.
With his innovative approach in the field of electronic commerce, he managed the Electronic Trade Trust Stamp, Electronic Trade Information System (ETBIS) and Electronic Trade Information Platform projects in order to create data-oriented electronic trade policies. Thanks to these projects, the barriers to electronic trade were removed and the share of electronic trade in traditional trade was increased.
He also carried out an awareness project with the solidarity campaign "As e-commerce, we stand by SMEs" during the pandemic. Thanks to this campaign, thousands of people have been employed and e-commerce has helped both consumers and SMEs to continue their trade.
Thanks to the measures taken for the use of commercial electronic messages in accordance with the purpose of the development of trade and to prevent unwanted SMS, complaints in the Commercial Message Complaint System have been reduced by 90%.
In 2017, he started his PhD program in Private Law at Ankara University Institute of Social Sciences and is writing first PhD thesis on UNCITRAL Model Law on Secured Transaction. He is particularly focused on the secured transactions of digital assets.
In 2020, he was appointed as the Commercial Counselor in Riyadh, Saudi Arabia and as a result of his intensive efforts, he ensured the stability of trade between Türkiye and Saudi Arabia despite embargo allegation by some groups.
As a senior foreign trade specialist in the DG of International Trade in Services for about 3 years, he took part in the governmental aid legislation studies for the service sector.
In 2023, Arvas founded marvas legal and currently works as a part-time lecturer at TED University.
He has focuses on secured transactions law, getting finance for SMEs, IT Law, AI Law, data protection, merge and acquisition of digital and e-game companies, EU digital regulations, creative industries.
He also continues his academic studies with books, book chapters and various articles.

Prof. Dr. Şebnem AKİPEK ÖCAL

Prof. Dr. Şebnem Akipek Öcal graduated first in her class from Ankara University Faculty of Law in 1989, following her education at TED Ankara College in 1985. She completed her master's degree at the University of London, London School of Economics and Political Science (LSE), and obtained her PhD from Ankara University's Social Sciences Institute.
She has served as an Assistant Professor, Associate Professor, and Professor at Ankara University Faculty of Law, during which time she also held positions such as Director of the Ankara University Vocational School of Justice, Legal Advisor at Middle East Technical University, and Dean of the Faculty of Law at Kadir Has University. Over the years, she has been a guest lecturer at various universities, including Middle East Technical University, Hacettepe University, Bilkent University, Anadolu University, Koç University, Eastern Mediterranean University, and Ufuk University.
Prof. Dr. Akipek Öcal retired from Ankara University in October 2018 and served as Vice Rector at TED University for approximately one year. She currently continues to work as a faculty member at the same university. She has taught undergraduate and graduate courses in Civil Law, Law of Obligations, Consumer Law, Real Estate Law, Banking Law, Energy Law, Health Law, International Arbitration, and Sale of Goods Law. In addition to providing legal opinions on disputes particularly in the areas of contract drafting, law of obligations, and family law, she has served as an arbitrator in numerous national and international arbitration cases and is also a mediator.
She has authored national and international books, book chapters, and articles in Turkish, English, and German on various areas of Civil Law. She has also presented papers as an invited speaker at many congresses, conferences, symposiums, and panels. Prof. Dr. Akipek Öcal is fluent in English and German, and has a good command of French and Latin.
